Position about the open international competition of the cartoon competition
"Festival of New Year's cartoons" 2017g.

Contents of the Competition
The contest is provided with individually executed caricatures, comics (with words and without words) representing

a satirical or humorous drawing in any style on the theme of the New Year.

Participants
 Adult section
Professional artists and amateurs.

Children's section
Participants of the Contest can be children under the age of 16.
The contest in the children's section is held in three age groups:
- up to 9 years;
- 10 to 12 years;
- from 13 to 16 years.

- develops the Regulations on the Competition
- accepts competitive works
- registers the participants of the Competition
- forms the Jury, which evaluates the competition works and determines the winners of the Competition,
- organizes the holding of the Competition, the Exhibition of the best works, the awarding of the winners.

Terms of the Contest
Entries are accepted until December 10, 2017.
Summing up will take place on December 25, 2017.

The order of the Contest
The number of drawings accepted for consideration from one participant is unlimited
The winners of the contest will be awarded with diplomas and special prizes
The best caricatures selected by the Organizing Committee will be presented at the Exhibition,

which will be held on 25.12.2017 - 15.01.2018 in Ozersk and in Snezhinsk

and containing a contest drawing, is an application for participation in the Competition.
The contest drawing is submitted in electronic form in JPG format with the volume not exceeding 3MV, with a resolution of at least 300 dpi.
Each letter should be accompanied by brief information about the author of the contest drawing:

surname and name, age of the participant, telephone, postal and electronic (contact) address, short resume of the author.

Work evaluation criteria
relevance to the topic, originality of approach to it, creative individuality, technique of execution.
Conditions of participation in the Competition
· Collective and anonymous drawings that do not contain information about the Bidder are not allowed to participate in the Competition.
· Copyright infringement is not allowed

· In case of violation of the Terms and Conditions of the competition - cartoons are removed from the competition without explanation.
· Cartoons of participants can be used by the organizers of the competition for exhibitions, publications in the media, popularization of cartoon contests, and the site.
· Submission by authors of their works for participation in the competition means the author's agreement with these conditions.
· In case of obvious repetitions among the works sent to the competition and posted on the website, the final decision on the caricature is made by the jury.
