INTERNATIONAL FESTIVAL "CITY OF IDEAS"

1. artists anywhere in the world, professional or amateur, age 18 and over can participate.
2. The works submitted must be wholly original and unpublished.
They must be involved simultaneously in another contest or event.
3. The idea to develop and theme of the Festival of La Ciudad de las Ideas is as follows:
What is the point? (What's the Point?)
Context:We live in a world of information technology and runs at unimaginable speeds,
connecting countries and human beings as never before in history,
stunning medical advances, a major knowledge of the human being, his mind body,
even the psyche. Complex machines we have automated systems that work
as science fiction films have been developed new technologies for energy and provide water
and electricity to remote communities.
Access to universities anywhere in the world is becoming more tangible day,
various programs of study, graduate courses, master's degrees and even doctorates online.
Whenever public policies, gender equality, progress, although slow nonstop around the world,
and against all forms of discrimination.Today as never understand the human being
as a systemic entity, body, mind and spirit, and so all kinds of upgrade programs for
its development are carried out. Advances are innumerable, they
have not only succeeded, but still moving somewhere in the world right now.
If all this is so, why there are still wars? Why is there hunger in various parts of the world?
Why are so many people in extreme poverty?
Why is there still labor exploitation? What about the sexual exploitation?
Why so many drugs? Why are children without access to basic education?
Why do we find in the streets so much violence?
Why do we see whole populations devastated by controllable diseases? Why? Why? Why?

It will be taken into account in the rating of the work the following:

4. Each contestant can participate only with 3 works
(authors who send more than 3 works will be disqualified).
They will be received at the official website of the festival of La Ciudad de las Ideas
or by post to the address of the festival.
5. Any technique will be accepted (digital or manual color or b / w).
6. The work may not exceed: 21cm x 29cm or proportional size,
and in the case of digital with no less than 300dpi and no larger than 10Mb.
7. If the contestant submit your original work, attach the following information

Brief biography (curriculum maximum 15 lines).
8. The contestant will sign a certification. If the work is sent through the electronic
form should only click on the box of acceptance and if it is physically sent along
with your work, you must include and sign, for example, the following legend:
"I, (name of author), certify being the author of the work and give in to the
7th International Cartoon Contest of La Ciudad de las Ideas 2015
'What's the Point'. I, (name of author), I agree to submit this work to the contest,
the use of it for the purposes that are deemed appropriate by Poder Civico AC "

9. Works can be submitted in two ways: physical or electronic.Original:

Fill the form for each work with no lower resolution of 300 dpi and no more than 10Mb.
10. The selected works will be exhibited in Puebla, Mexico, on days 5, 6
and November 7, 2015
and will appear in various media of Poder Civico AC as social networks of the City of Ideas.
The cartoons will only be used for broadcasting the Festival in various media,
including reproduction in catalogs, postcards, books, internet or
television under the agreements with sponsors.
11. This call will run from 17 June to 18 August 2015.
The works sent by mail or courier this date should be recorded as a
limit on the postmark or mail.

People who are winners will be notified by mail indicated in your shipping.

13. The jury will be appointed by Poder Civico AC and is empowered to resolve any issues
related to the tender which does not comply with the provisions of these rules.
The prize may be declared void if the jury believes that none of the works presented
have enough quality, whose decision is final.
The composition of the jury will be announced once the call is in progress.
14. Non-winning original works may be withdrawn by the authors at the offices
of Poder Civico AC three months after being issued the ruling.
Original works that are not collected will be deposited with Martha Barragan Mendez,
for any refund that is later required at the date set by Poder Civico AC
15. AWARDS• First Place:- A trip with all expenses paid to the city of Puebla, Puebla, Mexico
which includes transportation, lodging and food.- A ticket to attend the
International Festival of Brilliant Minds "La Ciudad de las Ideas", with over 30 lectures
personalities who are changing the world.- Access to alternative festival activities,
theme parties, artistic interventions, exhibitions and more.
- The presentation of his work at the International Festival of Brilliant Minds"La Ciudad de las Ideas".
- Diploma that will be delivered as part of the International Festival
of Brilliant Minds "La Ciudad de las Ideas".
• Second Place:- A trip with all expenses paid to the city of Puebla, Puebla, Mexico
which includes transportation, lodging and food.
- A ticket to attend the International Festival of Brilliant Minds "La Ciudad de las Ideas",
with over 30 lectures personalities who are changing the world.
- Access to alternative festival activities, theme parties, artistic interventions, exhibitions and more.

Three honorable mentions were awarded: Each shall be liable to a diploma that
will be sent in the post-festival days.Note: Prizes can not be paid in cash,
and will not be transferable to another person.If they are foreigners will be
asked to have valid passport and visa to attend the festival in Puebla, Mexico
